Harmonization of evaluation methods of innovative environment

Abstract

Purpose: carrying out harmonization of techniques of assessment of the nnovative environment providing modernization of various elements of regional and national social and economic systems also needs transformation according to requirements of digital economy. Discussion: in the course of transformation of the innovative environment it is necessary to estimate, first, the existing level of the innovative environment social and economic systems, and, secondly, to define efficiency of its formation. As assessment of level of the innovative environment in the conditions of digital economy and efficiency of its formation is based on allocation of several layers of a pyramid of innovations, it is necessary to consider each layer in more detail. On each layer it is necessary to develop indicators of assessment of level of the innovative environment. The analysis of sizes and dynamics of these indicators will allow to estimate the innovative environment of a social and economic system on layers of an innovative pyramid for the subsequent application of the managing director of influence of a certain force within this or that innovative component. Results: article is represented harmonization of techniques of assessment of the innovative environment is as a result capable to provide adequate theoretical base for creation of models of transformation of the innovative environment.
