Personnel threats to development of digital economy in the region
Abstract
Purpose: the authors aim to reveal personnel threats to development of digital economy in the region on the basis of the analysis of opinions of experts of various level of training and professional specialization. Discussion: the research contained the questioning of four groups of experts: faculty of economics department and faculty of computer sciences (FCS) of voronezh State University; students of economics department («economy» and «management» profiles) and FCS. Students are regarded by us as full members of expert community owing to the high level of inclusiveness in the modern information environment, and in a case with students of FCS, and professional. Results: the authors consider the received results as regional because all experts carry out the activity in the territory of the voronezh region. The received results allow to claim that as a part of threats to development of digital economy in the voronezh region the personnel component occupies one of the most significant places. The most important role belongs to the problem of «brain drain». «Brain drain» also has a high value out of borders of the region. The lack of enough experts in the field of ICT is estimated in general at the average level. Most of experts consider the limited number of schools in the field of ICT not essentially significant for development of digital economy. Degree of coherence of opinions of experts both in groups, and between them fluctuates from an average to high level. The exception is made by assessment of force of the impact of «brain drain» by «technologists» abroad, their opinions on this question are poorly coordinated.
