Abstract

Purpose: to propose approaches for evaluating investment programs in the field of housing and communal services that contribute to improving the competitiveness of enterprises implementing them. Discussion: the development of investment programs for each system of municipal infrastructure (heat supply, water supply and sanitation, solid waste disposal) is aimed at their development and modernization and is the basis for justifying the calculation of tariffs. The implementation of investment programs in the housing and communal services sector contributes to improving the quality of life of Russian citizens and contributes to economic growth. Local selfgovernment bodies were not ready either financially or organizationally to manage housing and communal services, especially in terms of implementing a balanced tariff policy. Organizations participating in investment programs and infrastructure modernization form the competitive advantages of the industry. Results: investment projects contribute to the development and modernization of the infrastructure of municipal enterprises and contribute to the improvement of the competitiveness of municipal enterprises. Considering the regulatory processes at the regional level, it is necessary to take into account the criteria for the availability of tariffs for consumers.
