Assessment of the level of innovative development of regions taking into account the potential of digitalization

Abstract

Purpose: the article is devoted to the problem of constructing an index of innovative development of regions, which allows us to consider the potential of digitalization and it’s role in the development of innovative activity in regions. Discussion: а comparative analysis of the three most famous indices of innovative development of NAIRIT, NRU HSE and AID is presented. A method is proposed for constructing an index of innovative development of regions, which includes five blocks of indicators (subindices), including a separate block characterizing the level of digitalization. Based on this methodology, the values of indices and sub-indices for each region were calculated and the ranking was carried out according to the data for 2015 and 2018. The comparison of the obtained ranking results with the ranks of the NRU HSE index is carried out. Particular attention is paid to assessing the level of digitalization of the leaders' regions. Results: аs a result of the study, the indexes of innovative development of IIR regions for 2015 and 2018 were constructed and the changes in the ratings of innovative development of regions that occurred in 2018 compared to 2015 were shown. The conclusion was made about the impact of the level of digitalization on increasing the innovative development of regions.
