Abstract

Purpose: offer multicriteria optimization model of funds distribution of targeted regional programs, allowing to harmonize economic and social indicators of regional development, and to prove the expediency of its use. Discussion: targeted regional programs are an effective tool that can at certain stages of development of the region's economy mitigate the negative symptoms and serve as a driver for creating economic and social potential. Different criteria of economic and social development, reflecting the federal and regional priorities should be taken into account when allocating the funds of targeted programs. Funds are allocated for the formation of industry resources to meet modern quantitative and qualitative requirements. Funds require special formalized decision support tools to generate a different distribution options. One of such modern, but at the same time well-proven tools is mathematical modeling and built on its basis algorithmic and program support. Results: we obtained multicriteria optimization model of the distribution of funds targeted development programs and algorithms, and program support for calculations on this model. The following model criteria are considered: the criterion of maximizing the gross regional product, the criterion of quality of the generated jobs, the criterion of the development of priority sectors in accordance with the long-term federal programs, the criterion of innovation development of the region. The model constructing is based on the methods of interbranch balance, the methods of formation of production functions and assessing the quality of jobs.
