Results: to obtain a true picture of the quality of life of the population it is necessary to conduct multivariate analysis of the phenomenon under study by decomposing the needs of the population and the degree of their satisfaction, to identify existing internal and external constraints determined by the conditions and resources of this territory, to build a hierarchy and classification of performance indicators as a complex multilevel system.
