DEVELOPMENT OF RISK TENDENCIES IN MAKROSREDA OF THE REGIONAL HIGHER SCHOOL

Abstract

Purpose: identification the creating of risk tendencies in a macro environment of the regional higher school. Discussion: the higher school in regions of the country is in difficult conditions. Since 2008 negative tendencies are observed: the economy peri-odically appears in a crisis state; financial results of business are subject to acute fluc-tuations; budget incomes are unstable; the income of households is strongly differen-tiated on regions and industries. In the system of the higher education strong differen-tiation is observed. In the provided article the analysis of the statistical data character-izing a condition of indicators of a macro environment of the regional higher school which is directly connected with prospects of functioning of higher education institu-tions is carried out. Results: the analysis results of macroeconomic tendencies show-ing increase of degree of the creating of risk macroeconomic environment of the re-gional higher school are given in article. market developments of educational services. The most essential signs characterizing updating of risks of the regional higher school are revealed. It is shown that the following types of risks become aggravated: decrease in demand for educational services; deterioration in a ratio of the demand and supply; not demand of specialists in the labor market; qualification risk; focusing of the state on development of the largest higher education institutions of the country; a contradiction aggravation between informal and formal institutes and economic needs of consumers. As positive tendencies are noted: growth of amount of paid services of the population; positive dynamics of an indicator "final consumption of households".
