DECOMPOSITION ANALYSIS OF ENERGY CONSUMPTION GROWTH DYNAMICS AND ASSESMENT OF EFFICIENCY INDICATORS IN THE REGIONS OF THE RUSSIAN FEDERATION

Abstract

Purpose: the aim of this article is to elicit, assess and conduct interregional comparisons of the impact of energy efficiency factor on dynamics of energy consumption of Russian regions for analysis the effectiveness of regional programs of energy saving. Discussion: the reduction in the electricity intensity of the economy can occur as a result of the special measures for energy saving and for other reasons:because of the positive effect of scale, due to structural changes in the economy, etc. The impact of energy saving measures can be identified and estimated using index method by spreading the electricity consumption growth by main factors: economic activity; structural changes; technological energy efficiency (intensity of energy consumption in various sectors of the economy). Results: additive decomposition of electricity consumption increment in the Russian regions according to indices, characterizing the dynamics of the gross regional product, the changes in relation of contribution to producing sector and tertiary industry in the GRP structure and increment technological efficiency have been performed between 2005 and 2013. The diversification of Russian regions on the specified indexes has been characterized. It has been elicited that, on average, economic growth makes the greatest contribution in dynamics of electricity consumption in all regions. The contribution of technological energy efficiency factor is to be the second in absolute magnitude and the oppositely directed. The influence of structural factor is relatively small.
