Small business in the region - strategy and support tools analysis

Abstract

Purpose: the article aims to determine the role of small business in the regional economy, on the example of the Samara region, to analyze the planned measures of small business support and the results obtained for today. Discussion: for the study by the method of cluster analysis, the author used theofficial statistical data with the aim of grouping regions into five clusters, the «model» region of one of which is the Samara region. To analyze the situation with the development of small business in the Samara region, the authors used the official data of the Ministry of Finance of the Samara region on the implementation of the regional budget. Results: the method of cluster analysis and statistical observation showed a heterogeneous picture of small business development in Russian regions. In the Samara region, the study revealed a discrepancy between the planned amounts of financial assistance to small and mediumsized businesses and the results obtained today. When implementing projects and programs aimed at supporting and developing small businesses, it is necessary to more carefully calculate risks, including financial and macroeconomic ones.
