Features and directions of perfection of attitudes of the property of municipal formations of the Voronezh area in modern couditions

Abstract

In the publication the estimation is given, which develops during realization of the base federal law on reform of local self-management in the Russian Federation (FL №131 from 6.20.2003 years) regarding formation of institute of relations of the property of municipal formations. By the example of the Voronezh erea the situation which develops at introduction in action of positions of the federal law on use of the municipal property as an economic basis for formation of the consolidated budgets of municipal formations is analyzed. The revealed tendency - use of the mechanism of sale of the municihal property,in particular sale of municipal ground resources in a private property creates threat of liquidation of the given patten of ownership for its future regulation and an effective utilization in the long term. Recommendations offered by the author on correction of the developing tendency in the from of the regional legistation should bring mechanisms of use of municipal roperty into accord with the longterm purposes of functioning of institutiobs of local goverment.
