The article deals with the issues of strategic management of social and economic development of small and medium-sized businesses in the city of Voronezh, taking into account the positions of various stakeholders. The author's interpretation of the concept of «stakeholder» is given in the context of strategic planning for the development of territories and the groups of stakeholders have been defined for the development and implementation of the Strategy for Social and Economic Development of the Urban District of Voronezh. Within the framework of the study of opportunities and threats to the development of small and medium-sized businesses, an expert evaluation of representatives of various stakeholders was made: representatives of the executive bodies of state power in Voronezh; representatives of small and medium-sized businesses; representatives of the scientific community. The study of the views of stakeholders is necessary to form and analyze a variety of strategic planning alternatives in order to choose the most optimal options.
