Abstract

Forming a system of public administration personnel potential, based on estimates human capacity, performed mainly on personal data of personnel records. Comparability measurable human resources makes it possible to consolidate the data and, consequently, control the total staffi ng situation. On the basis of measurable characteristics of the human task management ordered the state human potential, including full use of the most laid-off civil service personnel. In conclusion, the article is a sequence of stages and tasks of forming the structure of the management of state staff.
