Abstract

the authors analyzed the main reasons for the existence of shadow markets and tools to combat them, showed the role of digital control methods that effectively reduce the scale of the shadow sector of the economy. The article systematizes the factors of formation and growth of shadow activity in the regions of Russia. The study argues for the need for a comprehensive approach to reducing the shadow economy at the national, sectoral and regional levels. The authors argue the need to develop and implement a system of regional measures to counter the shadow sector, linked to the national security Strategy; the Main directions of the budget, tax and tariff and customs policy for 2019 and the planning period 2020 and 2021.
