ПРИМЕНЕНИЕ ПРОЦЕССНОГО ПОДХОДА К УПРАВЛЕНИЮ МИГРАЦИОННЫМИ ПОТОКАМИ В РОССИИ

Abstract

This article is devoted to a problem of regulating migration in Russian Federation. The author develops a process approach to the management of migration flows: the scheme of state migration management process is compiled; key elements of the process approach are analyzed with reference to external and internal migration management in Russia: process input, output of the process, resources, the process owners, process users, process indicators. The advantages of this approach are defined in comparison with the implementation of individual functions management.
