The article deals with the theoretical foundations of cognitive personnel-controlling as a way of management activities, enriching the resource base of enterprises with a fundamentally new intangible resource-knowledge and its creative application. It is shown that the characteristic feature of this implicit and non-material resource is the cognitive ability of the management process transformation. Not real resources, initially being in potential form, transformirovalsya in active. The use of innovative technologies of cognitive nature in personnel-controlling can radically change the management system, providing its acquisition of the dominant features of the organic management system.
