Innovative enterprises of the higher school of the region: the need for the new state support measures
Abstract
Importance: the state is a participant in innovation processes, and the sector of small innovative enterprises created at higher educational institutions is also an important component of the region’s innovation system. The article deals with the problem of the formation and subsequent functioning of small innovative enterprises on the basis of scientific institutions of the Russian Federation. According to the authors, the problem of the development of small innovative enterprises lies in a rather complex and often ineffective state system of regulation and support. In this regard, special attention is paid to measures of state support for small innovative enterprises of higher education. Purpose: the article is devoted to identifying new measures of state support for small innovative enterprises created at higher educational institutions in the context of the formation of an innovative vector for the development of the regional economy. Research design: the authors substantiate the relevance of the issues of development and support of small innovative enterprises of higher education at the regional level, and also propose a number of popular support measures from the state authorities of the Russian Federation and state authorities of the constituent entities of the Russian Federation. Results: based on the results of the study, the authors propose a number of support measures that the state can implement: the legislative framework, financial and credit incentives, information and consulting support.
