About foresight technologies and their applications at the regional management level

Abstract

Importance: modern economic challenges require prompt response and the use of effective tools to counter threats generated by external political factors, sanctions pressure and requiring the preservation of the achieved socio-economic level and the maintenance of growth in the implementation of import substitution and technological development programs. Achieving such goals is possible through proactive response: foresight and formation of actions in anticipation of opportunities. In the last decade, foresight has become a tool that allows at the regional level of strategic planning and management to assess trends and form a picture of the future. Purpose: the author’s research of foresight tactics, a list of principles of using foresight sessions in strategic management of the region, comparison of goals, objectives and types of activities during foresight, identification of participants during a foresight session at the regional level. Comparison and evaluation of the results of foresight forums and foresight sessions to solve the problems of adjusting the strategy of socio-economic development of the Voronezh region. Research design: the achievement of the set goals was based on general scientific methods of scientific cognition: analysis and synthesis. The study reflects the accumulated domestic experience of conducting foresights based on current scientific and periodical literature. The practice of using foresight is based on the example of discussing topical issues of socio-economic development of the Voronezh region. Results: the results of the study allow us to conclude that there is a high interest in the methodology of conducting foresight sessions in the commercial sector when building the design of a new reality, as well as the introduction of this approach in state strategic planning and management. In the Voronezh region, this approach is used in the preparation of key areas of strategic development of the region and the construction of new promising areas of development in the context of industries and in the development of corrective measures for the implementation of the «Strategy 2035 of the Voronezh Region». There is a positive experience of using foresight technologies as an activity with collective and individual awareness in goal setting, thinking about the future through trend research and forecasting, guided discussion about the future and building the desired image of the future, identifying opportunities and strategies to achieve it in strategic planning and management of socio-economic development of territories. The implementation of the picture of the future is based on positive changes that contribute to improving the quality of life and creating a favorable environment for the residents of the region.
