Strategic planning for rural development
Abstract
Importance: strategic planning for the development of priority areas of rural areas is presented as a management process and is expressed by step-by-step and joint actions of authorities and management. Purpose: the municipal rural development program is evaluated annually for the effectiveness of their application, the evaluation of programs is carried out initially at the local level according to the procedure introduced by the local administration, which further affects their financing for the long term. Research design: significant attention is paid to the problems of strategic planning at any level in Russia, which is associated with the spread of information resources, growing competition for human capital and other development resources. The strategic documents being developed are constantly analyzed in accordance with Federal Law No. 172 «On Strategic Planning in the Russian Federation», according to which the principles of goal setting, forecasting and planning are highlighted, which should be followed by the adopted strategic documents. Also, municipal programs should not contradict the above-adopted legislation, programs accumulate resources, interest investors in approving priority areas that are laid down later in approving the Strategy, and it is also necessary to take into account the wishes of local residents, which has a positive effect on approving rural development projects. Results: the new Strategy being approved affects different stages of public administration. Initially, it is at the municipal level that strategic documents are being developed containing priorities for the development of the territory, which were approved by local residents and these priorities are of interest to investors. The economic calculation of the effectiveness of municipal programs affecting the approval of the Strategy for the long term is carried out. The necessity of developing municipal programs as the lowest link in the approval of the Concept, and subsequently the Development Strategy, is proved.
