Methodology for determining the need for the construction of regional infrastructure complexes
Abstract
Importance: in the modern world, the development of infrastructure complexes plays a key role in ensuring the stability and dynamism of territorial units. It not only contributes to the normal functioning of urbanised zones and other populated areas, but also affects the improvement of the quality of life, as well as stimulates economic activity and attracts external investment. Purpose: to develop a methodology for determining the need for the construction of regional infrastructure complexes in conditions of economic crisis and lack of flow of investment resources to the regions. Research design: the author as a hypothesis of this study put forward the assumption that the correct formulation and grouping of tasks of construction of regional infrastructure projects for each stakeholder will ensure the formation of a more systematic and effective approach to the development of regional infrastructure. Results: in the course of this research, a refined definition of the category ‘regional infrastructure complex’ was formulated, the levels of tasks that are solved through the development of regional infrastructure complexes were determined, and a methodology for determining the need for the construction of such facilities was developed. The author also identified the stakeholders of the construction of infrastructure facilities in the regions, identified the tasks that will be aimed at the development of large infrastructure complexes.
