Department of regional funding higher professional education: transformation scenario

Abstract

In article the choice of possible scenarios of funding of regional system of higher education is presented and proved. The realization toolkit for the transforming scenario is described which assumes stabilization and updating of existing mechanisms of funding of regional system of higher education according to basic trends of changes of the economic maintenance of educational services in Russian Federation. According to this scenario the necessity of involving of additional financial state resources into funding of regional system of higher education is proved (on an example of the Voronezh region). The block grants are presented and fully characterized as an effective tool for funding of higher education institutes in market paradigm. For a solution of problem of equity the repayable and non-repayable tools of students support are presented which include grant and loan schemes realized both on federal and regional levels.
