Abstract

One of the factors of the higher education development is creation of the innovative infrastructure in higher educational institutions. Functioning infrastructure is aimed at supporting small businesses and the commercialization of scientific developments. Thus, innovation infrastructure of the higher education has the task of integrating developing enterprises in the economic space of the regional market. Now Perm State National Research University is actively working on creation of a competitive business environment that allows students, graduate students and young scientists to implement their own innovative projects. University sets itself the goal to form a stable source of innovative ideas and technologies, and to organize training of qualified personnel with new competencies. In order to achieve this goal it is necessary to generate a decent innovation infrastructure. In particular, the separation of internal and external environment of the University allows us to follow all the stages of preparation of project teams. The internal environment of the university is divided by four functional blocks: the intensification of innovation, educational unit, competitive block, post-competitive block. Project teams can turn to external partners, for example to the business incubator of the city of Perm, after going through all the stages within the university environment.
