DEFINITION OF THE DIRECTIONS OF DEVELOPMENT OF MUNICIPAL SOCIAL AND ECONOMIC SYSTEMS: USING OF THE BUDGETARY TOOLS

Abstract

Purpose: the purpose of the present article is the research of questions of a management system improvement by social and economic development of municipalities with using of the budgetary tools. Discussion: as a result of the analysis the author offers to define the directions of development of municipal social and economic systems with use of level of the financial and budgetary safety of municipality and the scenario of the budgetary policy. Results: as a result of research by the author methodical approach to use of the budgetary tools when determining the directions of development of municipal social and economic systems was offered, and also the approximate structure of long-term budgetary strategy as strategic document was presented.
