Monitoring system performance of municipalities
Abstract
Purpose: this article is devoted to the optimization of the legal and institutional system for monitoring of the effectiveness of the local government staff. Discussion: in this paper, we consider the currently existing legal and institutional framework for human resource monitoring, and offers a variety of scientists on their reform. Due to the urgency of improving of the municipalities’ efficiency, the article concludes on the need of making some changes to the existing legislation relating to personnel monitoring at the municipal level, as well as to produce a series of institutional reforms. Results: according to the results of the analysis of legal acts, organizational structures, management of municipal education, the author has proposed a scheme for optimization of the legal and institutional mechanisms related to monitoring of the activities of municipal employees.
