Strategy and forecasts of social and economic development: characteristic and specifics of influence on formation of budgets (regional aspect)

Abstract

Purpose : the purpose of the research is the substantiation of the role and importance of strategies of social and economic development of regions and forecasts of social and economic development in the process of forma- tion of budgets of regions of the Russian Federation (regional budgets). Discussion : there is conducted the research of the strategic documents and forecasts of specific region – sverdlovsk region - in the context of requirements of the budgetary legislation of the Russian Federation and on the basis of the comparative analysis method. Results : the charac- teristics of strategies and forecasts of social and economic development were proposed and specific influence of strategies and forecasts on the formation of the budget was described. There were justified the specific ways, in which an impact of the strategies and forecasts on the formation of the revenue and expenditures of the budget effects appears. The most significant changes, made in the sverdlovsk region in the sphere of devel- opment of strategies and forecasts of social and economic development, are described in the article.
