Control of procurement for provisioning state-owned healthcare organizations

Abstract

Purpose: to disclose possibilities of using the provisions of the current legislation in the sphere of procurement of goods, works, services for the organization and implementation of various types and levels of control in the procurement sphere. Discussion: the article contains an analysis of control measures conducted in the field of procurement and assessment of the content of regulatory legal acts regulating their conduct. The author substantiated the role of state control bodies at the federal level and at the level of the subject of the Russian Federation in the organization and conduct of financial control in the sphere of procurement of goods, works, services, including the organization of departmental control in the procurement sphere by the example of the executive authority of the Voronezh region. Results: the author systematized the main types of violations revealed during the control measures in the sphere of procurement of medical organizations of the Voronezh region, substantiated the main directions of carrying out control measures in the sphere of procurement of goods, works and services.
