The development of methods of programme-targeted planning of transport infrastructure

Abstract

Purpose: to study the regulatory framework and program-target methods of planning as a tool of public administration of transport infrastructure and to offer recommendations for their development. Discussion: the application of the methods of program-target planning of transport infrastructure is aimed at solving one of the most important socio-economic problems of the domestic economy – the development of a modern transport system that allows to ensure the performance of functions in the development of the economy not only of individual regions, but also of the Russian Federation as a whole, the availability and safety of transport services. The practice of recent years has shown that regions with high transport accessibility are more economically developed. Results: application of methods of program-target planning of transport infrastructure program-target planning of development of transport infrastructure requires an integrated approach to the improvement of planning methods. The ways of improving the planning of transport infrastructure on the basis of differentiation of practice at the legislative level of the powers of regional, Federal and municipal authorities and the creation of a coherent system of legislative acts are proposed.
