Possibilities of the state in digital economies development for the region

Abstract

Purpose: the authors analyze the expert estimates of state opportunities in digital economy development. Discussion: declaration as one of fundamental strategic objectives of Russia and regions of the country forming of digital economy asks about opportunities which the state for its achievement has. Unlike the analysis flowing situations where it is possible to be based on objective statistical data, assessment of perspectives is possible only on the basis of expert estimates. In this regard authors carried out the questioning of four experts groups which allowed to reveal their opinion on opportunities of the state in development of digital economy. Results: the analysis of expert estimates shows that in general the opportunities created by the state for development of digital economy are highly appreciated enough. Opinions of different groups experts on the majority of positions are rather coordinated. Availability of mobile communication and the Internet in all territory of the region is capable to have the strongest impact on development of digital economy. The authors made a low mark to the opportunity, connected with implementation of federal and, especially, regional programs. Unlike popular belief in a significant role of the integrated structures (clusters) and «accelerators» of the innovative development (technoparks) expert estimates of their role are low. The authors marked that rather hoped experts for distribution of information and communication technologies in the social sphere of the region.
