Strategic positioning of motor transportation infra-structure in Russian regions

Abstract

Purpose: identification of strengths and weaknesses of positioning of road infrastructure in the strategy of social and economic development of Russian regions, elements of positive experience in this sphere of strategic management, which distribution will contribute to increase in efficiency of infrastructure projects and programs. Discussion: development of the strategy of social and economic development of Russian regions until 2035 assumes, along with other provisions, definition of strategic objectives, tasks, mechanisms of development of transport infrastructure. In its structure one of the central places is occupied by road infrastructure. Road infrastructure occupies one of the central places in the structure. Results: the analysis shows that all analyzed strategies contain the provisions characterizing the state and the prospects of the development of road infrastructure. However, there are both strengths and weaknesses of strategic positioning of this vital subsystem of regional economy. The structure of the analyzed regions is created so that it included the administrative-territorial educations differing on intensity of service of their economic subsystems: Tyumen, Moscow, Samara, Voronezh, Yaroslavl regions, Krasnodar Krai, republics: Adygea, Sakha (Yakutia), Buryatia. The further analysis shows that positive elements of strategic planning take place in regions with various level of development on the indicators characterizing intensity of service of economic systems. The revealed positive elements of positioning of road infrastructure are of interest to regions of various level of social and economic development.
