Institutional specificities of interaction between the governments of The Eurasian Economic Union member states and The Eurasian Economic Commission (part two)
Abstract
Purpose : since the pace of integration within the Eurasian Economic Union (EAEU) has slowed down during last five years, this article considers institutional specificities of interaction between the governments of five countries of the EAEU and the Eurasian Economic Commission (EEC) that determine to a great extent the speed and effectiveness of the integration process. Discussion : based on neofunctionalism and intergovernmentalism paradigms, the European Union experience with the use of the author’s technique of the analysis of institutional structure of economies, we examined functions and competences of 22 consultative committees at the EEC College in the first part of this article. The second part contains the analysis of The rules of procedure and representation of the EAEU member states in these committees. Results : to accelerate and improve the efficiency of the decision making process within the EAEU, in the second part of this article, we propose some measures on how to divide powers of different EAEU bodies more clearly and to enhance the institution of consultative committees at the EEC.
