Analysis and role of the term "identification" in the provision of customs services
Abstract
Purpose: to reveal the origin of the definition «identification», to determine the directions of its use in various fields of science, as well as practical application in customs legislation, to identify the types of identification, depending on the purposes of application, its role in the provision of customs services. Give definitions of the terms classification identification, group identification. Justify the need for a separate type of expertise – commodity expertise (group). Discussion: on the basis of the analysis of the literature used, the concept of «identification» is disclosed, its types and features of application are determined; on the basis of an analysis of the provisions of customs legislation and the features of its practical application, the directions of application of the object under study were determined, the object was classified, its influence on the quality of services rendered by the customs authorities was determined, the wording of the definition of the terms used was proposed. Results: the content of the concept of «identification» is disclosed, the varieties of identification used in practice both in various fields of science and in customs activities are revealed, the role of identification as the provision of services by the customs authorities is determined, the terms «classification identification», «group identification» are defined, «Procedural identification» used in relation to the customs sphere of activity. The necessity of introducing the terms «classification identification», «group identification» into the sectoral terminology of foreign economic activity, as well as introducing adjustments to the classification of types of customs examinations, by highlighting it as a separate type – commodity examination (group).
