Particular properties of public-private partnership in the sphere of culture of the Russian Federation
Abstract
Purpose: the article is devoted to the development of public-private partnership in the Russian Federation and the peculiarities of its application in the field of culture. Discussion: it is assumed that for the preservation and maintenance of cultural objects in the Russian Federation, it is possible to introduce and develop public-private partnerships, this form of interaction will help preserve, maintain and restore a large number of cultural and cultural heritage objects, since their current state funding is fully capable of support performance and recovery. In addition, a financing model using public-private partnerships will allow attracting private capital to low-profit or high-risk, but requiring modernization, cultural facilities. Results: the author investigated current legislation on the possibility of introducing a financing model using public-private partnership in the sphere of culture, it was emphasized public and private parties benefits of interaction under a public-private partnership agreement. A study of the number and condition of cultural heritage sites showed that the use of federal funding alone was not capable of timely restoration of emergency cultural heritage sites, which annually could lead to a reduction in the total number of cultural heritage sites in the Russian Federation.
