The main institutions of the federal policy formation and implementation in the field of remuneration in the modern russian economy
Abstract
Purpose: to study the main institutions of the federal policy formation and implementation in the field of remuneration in the modern Russian economy. Discussion: the article attempts to give a general definition of the "wage policy" concept, formulate its purpose and define the main tasks. Based on D. North's approach to the definition of institutions, wage policy institutions are understood as the norms and rules that are the basis of the mechanism for regulating socio-economic relations that arise between an employee and an employer in the field of labor and its payment. Results: the policy in the field of remuneration at the federal level was reviewed with the help of the main institutions involved in its formation and implementation. It was established that at the present stage of the economic relations development in the Russian economy, the minimum wage institution is the central link in the wage policy at the state level. As the part of the Institute of Social Partnership, which is involved in the formation and implementation of wage policy, Trade union organizations and tripartite commissions were considered. An important direction of the developed policy in the field of remuneration should be to reduce the differentiation between high-paid and low-paid employees.
