Development of small business in the Nizhny Novgorod region: problems and prospects for development

Abstract

Purpose: the aim of the article is to develop a package of measures aimed at the systematic development of small businesses in the Russian Federation: 1) the development of a complex regulatory and legal framework affecting the federal, regional and municipal levels of management in the field of small businesses activities; 2) the reformation of administrative-permitting and controlling practices in the regions; 3) the development of instruments for attracting investments in the small business sphere of a specific region; 4) the creation of specialized institutes for training personnel in the small business field; 5) the development of infrastructure support for small businesses in the region. Discussion: the main problems of the development of small businesses of the Russian Federation are highlighted on the example of the Nizhny Novgorod region; the accompanying measures are presented to address the above-mentioned problems, which are not taken into account in the regional and legal framework. Results: the results show that the proposed set of measures for the development of small business of the constituent entities of the Russian Federation (using the example of the Nizhny Novgorod region) will raise it to a new, better level of development with the purpose of growth of the effectiveness of the state's fiscal policy, employment of population, the well-being of the regions the whole.
