THE METHODICAL APPROACHES TO THE ASSESSMENT OF THE MUNICIPALITIES

Abstract

Purpose. The purpose of the present article is to review issues related to the development of tools for assessment of the municipalities, and the proposal of methodology of evaluation of competitive positions of municipal formation, using in practical activity will allow the municipality to define and implement the appropriate strategic alternatives. Discussion: As a result of the analysis the author substantiates the need to assess the competitive position of the municipality in three areas, three levels and 14 indicators of assessment, offers a scoring system and calculation of integral indicators. Results: As a result of research the author suggests a method of evaluation of competitive positions of municipal formation, and also presents the results of its approbation on the example of municipalities of the Kaliningrad region in 2014. On the basis of their final rating was presented.
