Cooperation Between State and Companies For Realization Large-Scale Project of Offshore Fields Development: Possibilities of Small Business

Abstract

The article describes the main problems of oil and gas fields on the Arctic shelf of Russia. The conceptual development plan of organizational and economic mechanism for the implementation of projects on the shelf is presented. The necessity to ensure the share of Russian participation in the contract oil and gas industry in Arctic projects is proved. The international experience in developing of oil and gas suppliers is reviewed.
