THE INTEGRATION OF BUDGET PLANNING IN THE MANAGEMENT SYSTEM OF SOCIAL AND ECONOMIC DEVELOPMENT OF MUNICIPALITIES AND THE REGION

Abstract

Purpose: The purpose of the present article is the definition of essence and a place of the strategic planning in municipal economy, the interrelation budgetary and socio-economic planning. Discussion: As a result of the analysis the author offers definition of development of the directions of the development of the municipal social and economic systems with use of the budgetary tools. The budgetary tools is the level of the financial and budgetary safety of municipality and scenarios of the budgetary policy of municipality. Results: Need of application of one of the specified budgetary tools - the level of the financial and budgetary safety of municipality was proved by establishment (on practical examples) of its interrelation with results of social and economic development of as municipality, and region as a whole.
