AN ENGINEERING MODEL OF HUMAN CAPITAL FORMATION IN THE CASES OF IMPLEMENTATION OF SPATIAL AND SECTORAL PROJECTS

Abstract
Purpose: the article is devoted to the problems of development and management of human capital within the ambit of interregional and inter- sectoral projects. Discussion: the specificity of the spatial-sectoral projects linked to the involvement of the resources and potentials of different areas, industries, enterprises that entail fundamentally different approaches to work. One of the main problems is the staffing for the project. The traditional methods of training and retraining of employees in limits of time and functions are not effective. Results: the author suggests the design scheme for the formation of human capital through the mechanism of public-private partnership through integration and motivation of all project participants with the goal of developing a unified vector of interests that provides a synergetic efficiency of realization of interregional and inter- sectoral projects.Downloads
