The formation of a modernizing- innovational development scenario of the Russian economy

Abstract

Purpose: this article is devoted to research questions of necessity of study and implementation of modernization- innovative development scenario on the Russian economy. Discussion: development of the scenario of Russian economy growth should be based on new theoretical and methodological approaches considering the impact as geopolitical factors as factors of an internal nature. The features of the modern development of the Russian economy are its turbulence, the complexity of the political and economic cooperation with other countries, the conducted monetary policy, which is aggravating the crisis, the structure of the economy, which displays the dependency on the price of hydrocarbons. Results: it is proved, that the Russian economy in order to exit the current economic crisis, due to both external and internal factors, is needed the transition to modernization-innovative development path, the support of innovative institutions, the creation of an appropriate environment for innovations. The author analyzed reasons for the ongoing monetary policy, determined the directions of modernization – innovative scenario of economic development, including the potential of implementing the mechanism of public-private partnership in the innovation sphere.
