Instituional specificities of interaction between the governments of the Eurasian Economic Union member states and The Eurasiane Economic Commission (part one)

Abstract

Purpose: since the pace of integration within the Eurasian Economic Union (EAEU) has slowed down during last five years, this article considers institutional specificities of interaction between the governments of five countries of the EAEU and the Eurasian Economic Commission (EEC) that determine to a great extent the speed and effectiveness of the integration process. Discussion: based on neofunctionalism and intergovernmentalism paradigms, the European Union experience and using the author’s technique to analyze institutional structures of economies, we examined functions and competences of 22 consultative committees at the EEC College in the first part of this article. Their rules of procedure and representation of the EAEU member states in these committees are analyzed in the second part of the article. Results: to accelerate and improve efficiency of the decision making process within the EAEU, in the second part of this article, we propose some measures to divide powers of different EAEU bodies more clearly and to enhance the institution of consultative committees at the EEC.
