Abstract

Purpose: the article aims to develop methodological provisions for assessing the human capital of a region. Discussion: assuming that the level of development of regional economies does not determine their proximity to the country's border, the authors propose an analysis of the human capital of the border and internal territories of the Russian Federation. Results: authors have generalized the positions of various researchers on the content and structure of human capital and proposed an algorithm for assessing the regional human capital development index, based on normalization and dynamic averaging of open source data. The absence of significant distances between the development of the border and internal regions of Russia by the criterion of human capital is revealed. The existence of the greatest regional differentiation in terms of the components of human capital related to the economy, education, and also security is substantiated.
