Prerequisites for improving the governance effectiveness of region development
Abstract
This article is devoted to the issues of increasing the effectiveness of public administration of the development of the region, taking into account the current trends in regional development in an unstable external economic environment. Discussion: In accordance with the fact that the system of economic management has a multi-level hierarchical character, management innovations are specific for each level of management. The domestic practice of public management of the development of the region demonstrated that a number of approaches, as well as the tools used in each of them, are characterized by low efficiency. Thus, the diffusion of managerial innovations is slowed by the organizational structure of the managing subsystem that is unresponsive to innovations or by the lack of the necessary institutional structure of management in general. In this regard, it is urgent to consider the conditions conducive to the quantitative public management of the socio-economic development of the region. Results: The authors identified the prerequisites for increasing the effectiveness of public management of the socio-economic development of the region. Among them: launching "end-to-end" strategic planning, strengthening the social orientation of the forms of spatial organization of the economy, increasing the diversity of public management tools.
