THE STATE PERSONNEL POLICY OF THE RUSSIAN FEDERATION: POLITICAL ELITE FORMATION PROBLEMS

Abstract

Purpose: the author builds and evaluates the personnel policy and political elite of the Russian Federation. Discussion: the author considers the personnel activities program of the state. Herewith the Concept of state personnel policy contains the scientific concept of personnel practice for public administration. The concept must be legitimized at the highest level of government. Currently this there is no. Without a legalized concept, the strategic direction and goal of the state enterprise are lost, which eventually becomes unscientific, opportunistic, unpredictable, and personnel activities are closed and corrupt. At present the social closure of the elite is the special problem for Russia. The creation of a transparent democratic mechanism for the formation, functioning and renewal of the political elite is currently the most important task of society. Results: the author justified the necessity of improving the mechanism of formation and renewal of the political elite in modern Russia, which will improve its quality characteristics and return the trust of society.
