Assessment of the labour potential and its implementation
Abstract
Purpose: the article deals with the identification and systematization of both the factors, which estimate the criterion of the labour potential, and the factors, which promote the effective implementation. Discussion: the increasing importance of labor potential for the development of any economic systems causes the relevance of the research. The authors explore methodological approaches to the quantitative assessment of the labour potential with regard to its qualitative component. They also pay significant attention to the conditions that make it possible and desirable to realize this potential within the economic system. Results: the authors propose to assess the labour potential in four components: the available amount of labour, the integrated assessment of the labour potential qualitative components, economic and infrastructural possibilities for its implementation, incentives for such implementation. Taking into account the factors of these four groups turns to be the closest to an objective and comprehensive assessment not only of the size and quality of the available labour potential, but also of its possible impact on the economic system as a whole.
