Abstract

Purpose: substantive interpretation of the basic characteristics of the public-private partnership (PPP) with the participation of the region's highest school. Discussion: Improvement of existing PPP federal legislation, justification of new functions (property, organizational, institutional) implemented in its projects, the demand for special economic zones as a promising form of PPPs, complementing the current system of PPP principles with new ones (consistency of functions, plurality of goals, property security, increasing the level of institutional diversity of participants). Results: we revealed the basic characteristics of public-private partnership with participation of the higher school of the region, identified the features of functioning of organizations of higher education of the state and municipal sector on the one hand, and private with another.
