The prospects of implementation of projects of social and economic development in assessment institutional groups of the region
Abstract
Purpose: determination of prospects for implementation of socio-economic development projects in the region which based on estimates of optimism’s level of institutional group. Discussion: each institutional group has its own interests and expectations, which can be assessed by the level of their economic optimism.
Development and implementation of programs and projects for the development of socio-economic administrative-territorial entities is carried out on the basis of these interests and expectations. The authors put forward a hypothesis for assessing the level of economic optimism. The hypothesis suggests that the same event is evaluated in different ways by individuals as well as by their groups. Consequently, each event and each group can be evaluated according to the level of economic optimism. In the first case, economic optimism can be described as "eventual", in the second - as "institutional". Results: the article contains an analysis of the views of representatives of various institutional groups in a specific region of the Russian Federation (Voronezh region). Opportunities for the development of the region are formulated on the basis of expert assessments. The results of the study have two different aspects. First, indices of optimism for each favorable event and each institutional group are calculated. Secondly, a methodical approach to the assessment of event and institutional optimism has been approved.
