Overview of the main provisions of the digital ruble concept

Abstract

Purpose: the article is devoted to the review of the main provisions of the digital ruble concept and the development of recommendations for its integration into the national payment system of the country. Discussion: the mechanisms proposed by the Bank of Russia for the introduction and use of the digital ruble in payments are being investigated. An attempt is being made to assess the possible advantages and risks of using the digital ruble for various categories of users. Results: it is proposed to provide for the possibility of ensuring the direct mutual reversibility of the cash ruble and the digital ruble without the mediation of the non- cash ruble. It is recommended to abandon the accounting of digital transactions between digital wallets of commercial bank customers on the balance sheet of the Bank of Russia, which will eliminate duplication of information about transactions on the digital ruble platform and save the associated costs of the Bank of Russia. It is proposed to abandon the idea of conducting transactions with digital rubles in offline mode, which is associated with a technologically complex and financially costly mechanism for its implementation, as well as with certain inconveniences of its use for customers. As an alternative to marking digital rubles, it is proposed to introduce a single classifier of payment destination codes for mandatory use within the national payment system of the Russian Federation. It has been suggested that not all traditional instruments of monetary regulation will be able to maintain the degree of their former effectiveness in relation to the digital currencies of central banks.
