Model of control over the implementation of national projects in the region by the control and accounts bodies of subjects of the Russian Federation (on the example of the control and accounts chamber of the Voronezh region)

Abstract

Purpose: to determine the model of control over the implementation of national projects in the region by the Control and Accounts Bodies of subjects of the Russian Federation. Discussion: the efficiency of measures aimed at achieving the national development goals of the Russian Federation depends to a large extent on the quality of the organization of control over their implementation. Control actions are carried out by a large number of different bodies. Yet, a special place is given to the bodies of external state financial control – the Accounts Chamber of the Russian Federation and Control and Accounts Bodies of subjects of the Russian Federation. These bodies are not part of the system of the executive authorities, and independence is one of the basic principles of their work. In this regard, the findings of the external control bodies might be more objective, and the actions taken on the basis of these findings – more effective. Hence the development of the model of control over the implementation of national projects in the region by the Control and Accounts Bodies of subjects of the Russian Federation seems to be relevant. Results: the author proposed a position on the general concept of supervising the implementation of national projects in the Voronezh Region, recommended a model for its conduct by the Control and Accounts Bodies of subjects of the Russian Federation.
