On the digitalization of the search for ideas to improve the financial plicy of the state

Abstract

Importance: the article explores the problem, the essence of which is that at present, for various reasons, only some part of the ideas to improving the financial policy (FP) of the state has a chance to be noticed by potential consumers and even more so to be used to develop draft decisions to clarify the processes of conducting FP. Purpose: we see in justifying the need to develop a mechanism for the codification, classification and systematization of proposals for modernization of the financial policy of the state and thereby create a database (DB) suitable for selecting the best of them. Research design: сurrently there are several search engines for the results of scientific research. They are aimed at finding publications, improving library work, determining the ratings of authors and solving other problems. But none of them provides a search for new ideas to improve the management of the economy, including the financial policy of the state. Our approach involves the creation of just such a system, i.e. the development of a mechanism for identifying and systematizing proposals for improvement the FP of the state, the formation of a database from them and their ranking. Results: the database creates the prerequisites for improving the effectiveness of the search for publications containing such recommendations, obtaining an expert assessment of them and selecting from them those that can give the greatest contribution to the improvement of the FP. At the same time, we believe that the relevance of the problem raised requires further efforts to solve it, up to the implementation of the results obtained in the work of financial ministries and departments. The article may be of interest to specialists who are engaged in solving theoretical and practical problems of further improvement of the policy of the state.
