FACTORS MINIMUM QUALITY OF STATE (MUNICIPAL) SERVICES
Abstract
Purpose: currently, the concept of «quality» has become a universal and applied in various spheres of human activity. As the result of manager_mepsistrative, budgetary, local government reforms in Russia, public authorities and local governments should ensure the provision of the public (municipal) services quality. However, the state (municipal) services do not have a constant level of quality, in the connection with this fact it is necessary to identify the factors that influence the provision of the services quality. The article is devoted to the definition of the quality factors of the state (municipal) services. Discussion: the author considers the concept of quality of state (municipal) services focus on monitoring data quality and availability of the public (municipal) services. Results: in accordance with the growth model «barrel Liebig» the author has defined minimum service quality factors from the list of quality factors of the state (municipal) services.
