On the basis of which, the authors clarified the composition of consumer preferences and identified features of consumer behavior of segments, allowing to form a model of consumer behavior of the population, identify and describe the system-forming factors of behavior for certain population groups and determine the appropriate tools for their regulation. Results: the authors developed an evaluation matrix and identified tools for regulating consumer preferences of the population in the oil and gas producing region. The results of empirical studies confirmed the possibility of practical use for the developed models and tools to substantiate decisions in the field of marketing and management of population consumer preferences.
